In November 2005, Rep. Joe Barton (R-TX) introduced draft legislation in the US Congress that has generated animated debate about the concept of net neutrality: the even-handed treatment of all content providers (Web sites, streaming audio and video providers and so on) by all Internet service provNiders (ISPs).
